We have a package (room & tickets) starting Nov. 12. Later we decided we could make it to Orlando on the evening of the 11th and booked at our resort (no tickets, just room only). I've been waiting for Sept. 13 to make our fastpasses. Just happened to notice this morning about 7:20 a.m. that we could make them! I thought there had to be tickets associated with the room for the 60 window but I'm now guessing it's 60 days prior to a room reservation? Can't believe after waiting since we made our reservations back in January that I almost missed our 1st chance at fastpasses!!! Thankfully we got all our "must haves" and can tweak the others. We've been several times and used fastpasses but I just didn't realize it must go by reservation start date, not tickets. Hoping this keeps someone from missing their 1st day if they were thinking as I was!

Yes. Onsite > onsite FP booking opens 60 days before the 1st check-in date. You can book FPs as long as they fall within your "package" dates.
