The planned refurb is for Hollywood not Orlando.

Nothing that has been announced. However, there is a newly fenced off area in Jurassic Park which leads one to think something is in the pipes.

Agreed. Something is coming but its not to the River Adventure. It will probably get a JW enhancement down the road but Hollywood is first.
