January Rates / Crowds

I was thinking about a WDW trip for 2 weeks at the end of January. I have never went during this time frame. Could someone please tell me:

* are the rates cheaper for this time frame (Moderate Resort)
* what is the weather like
* is it warm enough for the water parks
* how are the crowds

My DD birthday is January 25th and I would love to celebrate her birthday at Disney. Our trip would probably be for the last 2 weeks of January, around the 19th-February 2nd. Our next trip will be our first onsite and I thought this would be a nice added bonus for her...
 
We have been to WDW 3x at the end of January, and it is one of my families favorite times to visit! There can be a slight blip in crowds over MLK, but otherwise crowds tend to be lower. It is value season for the resorts during this period, so yes, costs are lower. The weather can be very iffy during this time of the year. We last went in January 2004, and we had a bit of drizzle one full afternoon, otherwise we experienced sunshine. The temps hovered in the high 60's that trip, with evenings dipping into the high 30's/low 40's. We stayed at BCV, and did spend some late afternoons at SAB, but we felt it was too cool to spend a day at one of the water parks. We have had Jan. trips where the temps were in the 70's, so I imagine a trip to a water park would not be out of the question if you managed to hit some splendid weather!
 
I can't remember which one, but one of the water parks is always down for maintanence in Jan. The crowds are light and the prices are cheaper. The weather can be hit and miss but overall it is a GREAT time to go!
 
We went Jan 18-25, 2005 and almost froze for a whole week! Only one day could we swim and wear shorts-the rest of the time we were in pants, coats and sweatshirts. At night we were wearing our mittens and winter hats! It wasn't the weather I expected or packed for (I brought all shorts and only 1 pair of pants).

The crowds were really low, but we found a few things were closed for refurbishment because it was a value season.

I've been to WDW in Sept (Labor Day), October, January and February. So far, February is my favorite time to go.
