Jamaica not accepting 90 exemptions?

I read on another forum that Jamaica denied entry to people that did not test at the port, but got the 90 exemption, not on DCL. Has anyone heard this from any other ports? This would be a monkey wrench to throw in now, since the exemption seems to be working for some folks.

Apparently DCL tried to get them allowed, but ended up giving a $200 OBC and refunding port fees. I'm thinking it could impact either DCL's 90-day exemption or itineraries going to Jamaica.
