Is World Showcase always open at 11:00 or does it even open earlier?

Trying to make somewhat of a plan for our first Epcot day. I see park hours are 9-9, EMH 9-11. We have a Biergarten reservation for 12:00 and wanted to see how much we could see from Mexico to German before that. My memory from past trips is it doesn’t open until 11:00 but wanted to be sure before making plans.

I've never seen it open before 11, in many years of trips.
 
Depending on the time of year, World Showcase can open earlier, but it is very rare. (Exhibit A: New Year's Eve, it opens at 9:00am.)

However, certain pavilions open earlier: Frozen Ever After, Akershus Character Dining in Norway, the bakery in France, and the pathways between France & Norway on the Future World side are open at park open. The pavilions themselves will not be, however.

Yes, it will be 11:00, with the fore noted exceptions that from Future World, you will be able to walk to France where the pastry shop will be the only thing open, or to Norway, where Akershus, and Frozen Ever After will be open. The pathway between Norway, and France, going around the far side of World Showcase will not be open, nor will anything else in the pavilions that you have to walk through to get to France or Norway.
 
Here's what you could do... Be in Norway early for Frozen at opening. You might get through fast enough to double back for Mexico which is typically walk on or a short wait. The China film runs on a schedule that would probably make it the only thing to do before lunch if you chose that instead.

If you should score a fastpass for Frozen at 11:15 or so you could slip through Mexico and Frozen that way then on to lunch.

We actually do have a FP for Frozen for 11:10-12:10. Do you know what time Frozen is open? Is it 9:00 or a different time? I was trying to make a plan where we weren't doubling back and forth several times, but we may have to, to fit as much in as possible. Do you know, is Frozen a ride people are trying to get to at RD or is there not much of a line since there's so many other things in the other part of Epcot?

Here's what we would like to do first, if anyone has any thoughts/advice/suggestions on a plan, it would be greatly appreciated: Mexico kidcot, pics in the Mexican pavilion, ride Gran Fiesta, maybe see Donald, Norway Kidcot, Frozen ride as many times as possible, Elsa & Anna (must do!), pics in the Norway pavilion, China Kidcot, pics, maybe Mulan, pics, maybe the film, Germany 12:00 reservation.

We know we won't get everything done before our 12:00 reservation, so if anyone has any suggestions on how best to try to do this, I would appreciate it! We can double back after lunch for anything we don't get to do before, then we'd head back to the countries past Germany, going around.
 
Hmm Frozen was opening at 11 when we were there last so it would be good to try to do that earlier since everything else does not open until 11. If you do get that done before 11, you only have time to to Gran Fiesta OR the China Film, and maybe a character visit if you happen on a line that is not too long before you need to move along to your lunch time.
