Is what the CM on the phone said about waitlist correct?

At 6 am (west coast time) I was on the phone w/ MS to try and change the first 3 nights of my 10 day stay from AKV to BWV. The first night I wanted was not available. The CM said that if I wait listed those three days and it came through those 3 days of points would be canceled from the 10 day AKV reservation and applied to the new 3 day BWV reservation - is this true? She asked if it was ok to borrow to fill the reservation and I initially said no, but she assured my that the above is the way it would work and thus I would not need to borrow points. But she also said that the instructions to do it that way would show up in my comments on the site and I don't see those instructions.
Given my experiences w/ Disney CMs not knowing what they were talking about in the past (not being critical - just being a realist) but not having any experience w/ DVC CMs I though I'd check w/ the experts here - did she explain it to me correctly?
 
The waitlist is on the member website but not the instructions. You are trusting that the CM did their job correctly. Many of us call back to verify.

I now use the contact form on the member website when ever possible and I keep a record of the request. I seem to have less errors when the CM's aren't on the phone.

I recently had a waitlist filled where something had to be cancelled to fill the request. Member Services called me to clarify what I wanted to do.

I wasn't sure what was going to happen as I didn't have enough points in the use years to book or borrow. I knew I would have to cancel part of an unrelated reservation, but hadn't made a firm decision, and didn't want to cancel before I knew the waitlist would open.

When the day I needed opened up and I got the call, I was able to cancel part of another reservation.
