I read somewhere recently that if paying cash for meals at WDW you would be charged more for meals with dietary request. Is this correct? If it is then how much more per meal?

They are allowed to charge more IF the special item costs them more to purchase than the comparable regular item.
 
If you order a GF chicken strips meal (for example) it might cost $2 more than a standard chicken strips meal. If you are simply asking for an UDI roll or to leave a specific item off the plate, there isn't likely to be any upcharge.

And I should add that it isn't because you are paying "cash" but rather paying OOP (be that cash, CC, Disney Dollars, Rewards card, etc.). If on the DDP (any level) a meal is a meal and the plan absorbs the cost, same if you ordered a $15 meal and another member of your party orders a $18 meal.
 

I want to add that the only places that we really noticed it were the DTD/Boardwalk areas where you are out of the parks. We ordered our 3 year old $12 kid's waffles one morning when the regular ones were like $6.99. Also they won't tell you it costs more unless you ask.
