Do FL residents receive a discount on these tickets?

We will be in Disney for 10 days end-October... we are going to the party regardless, but my SIL is joining us for supper at the Poly and MNSSHP. She is, obviously, a resident. Would she be able to get all of our party tickets at a discount? Always happy to save money.

I have no idea but I think you should ask her to try. Disney can only say no.

There's only a discount for Passholders and Cast Members. And there's usually a few dollar discount for advance purchase.
