Is there such a thing as an after 4 pass at Epcot?

I remember reading about this somewhere, where you can enter Epcot after 4pm. I was wondering if 1- Does it still exist and 2- can non-FL residents get it ?

It is an annual after 4 Epcot pass that only Florida residents can buy.
