DVC properties are available for cash but sold out for points and if you waitlist it can be confirmed??? In other words, is there a time when the DVC resorts suddenly become available for points when they were sold out and only available as cash??? For the week I am going in October all 4 WDW properties are sold out of studios for points but are all available for cash in studios -- if I waitlist do I have a shot??

In a short word, yes. I would definitely waitlist as people have generally seemed to have pretty good luck. And be persistent in following up to see if anything opens up.

You can wait list but the cash rooms in that situation will never become points rooms. Your chances are decent though from the wait list as people do cancel from time to time.
