I'm curious to know if there is a limit on how many points can be transferred to DVC owners. I'm not planning to do the following, but is it possible to: buy someone's points (minimum 25 point purchase), and have transferred to me as many points as wanted? Does the person renting the points out still have to pay full dues for those points, and conversely, does the person receiving the points have to pay dues on them?

You are limited to one transfer transaction per use year, in OR out, not both.

The member who actually owns the points, not the person receiving the transfer, is responsible for the dues. Usually, though prohibited by Disney, the price agreed to for the transfer is more than sufficient to cover those dues. Technically, Disney does not allow money to change hands for a transfer, and like a reservation rental, will not step in if the transaction goes awry.

I was not aware there was a one transfer per year policy... very disappointing to hear. Do you know what the reason for this is?

Supposedly, one reason for the policy is to prevent several members from pooling an extentsive number of points, reserving the most popular times and renting the reservato for cash...thus preventing other members from being able to book their family vacations.

Also, it partly takes away the incentive to over buy points with the sole intent to transfer them for profit to other members.

The one transfer per year policy is specifically stated in your contract. Up until recently, DVC wasn't enforcing the policy.
