Is Starring Rolls Cafe in HS an outside restaurant?

I want to try this counter service place on our trip in December, but it can be cold then; so, I sure would like it if this place was inside, but I don't think it is.

Also, could someone give a hint as to its location. Like what ride is the closest to this place or whatever. I've been before and I never seem to catch where this place is at. TIA

You sit outside here. Go in, like an assembly thing, taking your tray, grabbing your stuff, and cashing out.

It's near the center on the right side like at the start of , I think it is Sunset Blvd.
 
As you are walking toward the big hat, get off the main road and walk that little walkway that crosses right in front of the Brown Derby. Look to the right, just next to (but before) the BD and you'll find SR. It's small and sits back and kinda looks like it's part of the BD.

To find the Writer's Studio (little coffee/sweet shop), continue past the Sci-Fi diner, keep to the right and you'll run into it.

I had trouble finding those two places on my last trip.
 
Just make sure you know what to expect. We tried to eat lunch there and really didn't find enough to appeal to all of us. Just a couple of deli sandwich options and supermarket sushi. I think it's better for a snack type stop. A cup of coffee and a big pastry, which could suffice for a quick breakfast or lunch. But don't think of it as a counter service restaurant or you'll be disappointed.
