I believe that some UY are sold out and some people were on a waiting list. This is just what I read here on the DIS. If you do a search, you may find the thread I read a while back.

From what I understand from my Guide, you can purchase points from DVC for any resort. Some resorts and/or Use Years aren't immediately available, but you can get on a waitlist for them. The only downside about buying a resort other then the current one being marketed is that there are no "incentives" when you buy.

We called our Guide and added on 50 points last month (July) to our SSR membership. We now have 225 points. We got a $8.00 dollar per point discount. We put it on my wife's Rewards card for the reward dollars and turned around the next week and paid off the card.

We really want to add on about 50 points and couldn't decide between the convenience with DVC or the savings at resale ... looks like we might not have to choose!!

The way I understood it was that SSR is completely sold out unless you are buying resale add-ons(through Disney or anywhere else). In that case there is not usually any incentive. Did they open more inventory somehow?
