From what I've read/heard, there's a few reasons why the CRT ADRs are now easier to get.
1. The prices went up.
2. They added another meal (lunch, I think), so that increased availability by 50%.
3. There are other princess dining/viewing options now available that some people feel are better value, or they want to try.
4. Many people call 180 out from their arrival date to make ressies for their first 10 days (the very confusing 180+10 rule), but because of the popularity of the CRT in the past, Disney now holds back some ADRs until 180 days out from the actual dates, so if you call 180 days prior to arrival and can't get the time/date you want, you should try again 180 days from the actual date you want to dine and more spots will probably be available.
5. Many people don't like the idea of pre-paying for something or being charged if they can't make the ADR without cancelling at least 48 hours beforehand.
My sister was convinced (based on previous trips - the last one being in May 2005) that we could not get a CRT ADR for our trip in August, but I called and made it without any trouble. She's thrilled and I'm sure my niece will love the experience.
