The new policy will be in effect for all WDW Resort guests, including Disney Vacation Club Members. As always, we will continue to evaluate enhancements to these policies to best serve the needs of our guests.

Is someone going to ask the definition of a WDW Resort guest? Is it someone staying at a WDW Resort or is it anyone that comes to WDW?
 
IM sure it refers to people staying in the disney resorts, the perk like early entry.
 
Scotwdw (PS Planning Guide website) says that the 90 day policy applies to everyone - no differentiation based on where you happen to be staying. It appears that he has official information. Here's the link so you can read it for yourself:

I haven't read the link yet but that's what I was guessing. Anyone who enters the property is a guest at the Walt Disney World Resort with a capital R as opposed to those who are staying at a resort at WDW...small "r." I was curious to see the feedback on Monday too. I have to read the link now...thanks for posting it.
 

My guess is that after all the guest feedback they decided to make this change apply to all guests FOR NOW. Every thing that I have read though including the email that was sent to me says stuff like "we will continue to evaluate this policy" or "we will review this further". So my guess is that they will change this eventually so that all on-site guests have some advantage over off-site guests
