Is shiki si in Epcot handicap accessible?

It may seem like a strange question but the only entrance I saw was required being able to climb a flight of stairs.

There is an elevator that goes up to the restaurants. It is to the left of the entrance of the big shop under the overhang. The hostess will tell you where it is, I’m not sure if you can visualize it from my description.
