Yes, you can buy the quick service dining plan while staying at a moderate. The free dining is the one that the quick service is only at the values.

You can purchase any plan to go with any resort selection (ie. we are probably staying value with the DXDP on our next trip.) During free dining the regular dining plan is offered to guests staying at a moderate level but that can probably be altered for you if you call Disney reservations.
