Is ME only for Packages?

Can you use ME only if you have a package booked, or can you use it for room only reservations, too. We've always used a towncar, but I was just curious for our next trip. Thanks!

No. Anyone staying onsite at Disney can use it.

Anyone can book it, as long as you are staying at the appropriate WDW resorts...Swan/Dolphin as well as the DTD hotels are not included. You can call whoever you made your room reservation with, and have them book DME or call DME yourself. I've used it several times now and it has been a great experience each and every time!! I don't book packages and have stayed with a room only reservation as well as using my DVC points....it didn't matter with DME.
