My husband and I are staying at Saratoga Springs in about 2 weeks and on our second day we have a breakfast reservation at Kona Cafe at 8am. I have heard that the buses aren't that reliable at that resort so I am wondering if it's worth the $20 plus tip to just take a cab from our resort over to Poly.

Worth it is up to yup. The buses at Saratoga Springs are as reliable as the buses at all other resorts. That early, they run about every thirty minutes starting at 6:30. You want to be at the bus stop before 7, since the 7:30 or so bus might make things tight.

I also should have added to my original post is that I am concerned about having to take 2 modes of transportation (bus to MK and then monorail to Poly) because last year we stayed at POP and ended up being like 15 mins late for our ressie. Are there any buses that go straight to the resorts? A few years ago at POP, there were quite a few families going to Chef Mickeys around 7am and he just drove us straight there instead of MK.

It is possible for busses to go Resort to Resort, most have multiple resorts on their schedule (ie: WL -> Poly -> GF -> AK). I wouldn't count on it though. Personally, I think $20 would be worth it for the cab. YMMV.

For an ADR at 8am, at Kona, I would be out at the bus stop at SSR by 6:45ish. These early buses tend to run a bit less frequently than normal resort to park buses do. They start running every 15-20 mins about 60 mins prior to park opening.
So, be out by 6:45. When you get on the bus, ask the driver if it's faster to take the monorail or the boat over to the Polynesian from MK. The driver may very well offer to drop you off at the Polynesian on his/her way out. NOt always, but sometimes. If there is no offer, walk right to the monorail platform, just past MK bag check area. The monorail starts running by 7am. This should get you to Kona on the early side.
The latest I would get out to the bus stop would be 7:15...and that's taking a chance. It could be a 20 min wait for the bus, then a 15-20 min ride to MK, then wait for the monorail, and then 10-15 mins over to the Polynesian.
If you really don't want to leave SSR that early? Get a cab no later than 7:30.

We stayed at SSR last October, and we had an early ADR at GF. We called Mears taxi the night before to ask for a van taxi, because there were 5 of us. The taxi was waiting for us at the time we requested, and it cost a little over $20 with tip. It was well worth it to not have to worry about buses or if we would be there on time.

I would cab.

$20 is probably a very small part of your trip's operating budget. Likely less than 1%.

Imagine the anxiety you will eliminate over transport issues with that small sum.

Definitely "yes" ! Take the cab, save time and nerves.
