Is Happy Harbor for Small kids?

We are headed to Seaworld next week for the first time. My 4 & 5 year olds love rides & I thought Happy Harbor would be great for them. However, I was just looking on line at the Seaworld website & noticed that almost all of the rides there have a 42 inch height requirement. Does that mean they can't ride at all if they're under that or does it mean they have to ride with an adult? They seem like pretty tame rides. My 4 year old will be SO disappointed as he is only 38 inches.

Yes, it just means that kids under that height need to be with an adult AFAIK.
 
Yes, all the rides the kids can ride with a parent. For what its worth we loved Happy Harbour. Our 2 yo had a great time there and the rides were little more than carnival rides, but the play areas were great.
