Goofy is definitely a dog.
But Pete being a cat... huh... never thought about it but I guess he is! LOL

Yep, 100% a cat. In very early animations of him he had a tail. And it is the reason why he is always sleeping and getting annoyed when he is woken up, cause you know, cats like to sleep a lot.
