Is Fultons INSIDE Pleasure Island?

I am looking at a map of the DownTown area in the Birnbaums Guide.........

Is Fultons INSIDE of the Pleasure Island entrance gates?
Will we need to remember to bring our UPH Tickets to gain access into PI in order to eat dinner at Fultons?

No you can reach Fultons without going into Pleasure Island. No need for tickets.

It is between the ticket windows and the ticket takers.

Fultons and Portabello are both in limbo.
