Is dinner at BOG Character?

Is Dinner at BOG a chance to get a pic with Beast? For some reason I thought it was but I cant find info either way?

For now yes. But things change end of July and I'm not sure if the continuation of Beast has been announced.

The beast might walk into the room where you are eating during dinner. Otherwise, he is in a special room and you line up after dinner to meet him. There are no other characters and he does not visit your table.
