Or is it 40% of whatever room type/whatever season the dates fall under. (ie "preferred" room during "value" season might be $165 per night ... so you would get 40% off of that paying $99 per night.)

Yes it's off of the rack rate. I have Pop for $49 a night for August.

The Disney 'seasons' , Value, Peak etc each have their own 'rack' rate.

The 40% off is a discount from the rate for that 'season'
