They're old. The IRA has always represented armed resistance to British rule in Ireland. Perception of this as a good thing or a bad thing changes with the times. When British rule would be harsh, the IRA would be considered an army; the times when British rule was more administrative or political, rather than violent, attacks by the IRA would be considered terrorism.
Any Irish attacks within Great Britain would be called terrorist at any time. Groups associated with the IRA like RIRA (Real IRA) are terrorist. The IRA itself is under terms of a peace agreement from the late 90's. So, each has to make up his or her own mind about them being good or bad.
