Is Island of Adventures inside to Universal Studios? Will one pass get you into both?

Fraid not. IOA and USF are two seperate parks that require seperate passes.

Next question: Only have one day to do a park. Have DD8 and DS5. Would you suggest IOA or Universal?

I would go with IOA. Your children are right around the age where both parks are appropriate. I think the kids would love IOA. IOA has thrill rides they could enjoy and smaller rides.
