IOA Early Access for HHN, FL res only?

Can anyone buy IOA early access passes ($20) or is that just for Florida residents?

We don't have day passes, just HHN. I was hoping to buy the Early Access so I can still do Stay n Scream on Oct 12.

Express Passes are already sold out on that day (Sunday).

That's what I'm thinking since last year anyone could purchase those tickets. It would strange if they didn't do that this year.
