Internet Shopping: Can they do this?

I just received some clothes I ordered from the IN THE PINK website. At checkout I was charged $10 shipping, and the e-mail confirmation also said $10 shipping. When I received the package it had an additional credit card receipt for $7 more with a note saying it cost more to ship to where I live so they just went ahead and charged me. I've e-mailed them to ask for a refund of the $7. Can they do this without my permission? And who can I report this to?
 
I would contact the credit card company. I don't believe they can do this. If you look on the bill you should see an address for disputed charges. You have to do this in writing, a phone call does not count.
 
Sometimes in the Customer Support section, they have info about shipping. I've seen some websites that say that some items may be an additional charge to ship, and it will be added to the bill if need be.

Thanks Alex, I might write to my cc company if I don't receive a response to my e-mail. I just don't know how much effort I should put into this considering it's $7. On the other hand, I don't want this company thinking they did nothing wrong.
