info from WDW on vouchers

I thought this information from Guest Services at WDW was enlightening. It seems that the sale of the vouchers by Connections is not totally sanctioned by Disney. Anyway, here is the email I received from Disney--

Thank you for contacting WALT DISNEY WORLD!

While we appreciate your interest, the "quick and casual" meal coupons are
components to convention programs. They have a limited time span and are not for
sale independently. The time dates cannot be altered.

We always ask that guests use their best judgment when purchasing items from any
unofficial source of Walt Disney World merchandise or services.

Were does connection get them then? Are they buying them like a travel agent can? Isn't Disney selling the Q& C vouchers to connections?

I assume by buying in bulk, Connections is purchasing their tickets and vouchers as if they had a large group planning a trip to Disney, and then reselling the vouchers and tickets. None of it really makes sense to me.
