Depending on what time of day they pick up the mail and when you send it, it will probably take 1-2 days.

Instead of sending it from yourself, how about sending him a card from a Hogwarts professor suggesting that they met his sister and discussed his Hogwarts application, and hope they will see him at Hogwarts in the future? You could sign it Professor Snape (you said he was a Slytherin fan) or some other character. Or a message from the Slytherin Quidditch team, offering him a chance to try out.
If it's not from you, it won't matter if you beat the card home - plus, then you can see the look on his face when he reads it.

Or since you know him well enough, you could probably think of something else he'd like to hear from Voldemort, Bellatrix, the Malfoys, or some other character. Maybe even Harry or one of the "nicer" characters.

ETA: Or maybe a note from Mr. Ollivander himself? Dear Master __________, Thank you for sending your sister to pick up your wand. When I allowed her to wave it, she immediately came down with a case of Bat Bogey, so I trust that it will be perfect for you. Sincerely, Mr. Ollivander

On the box of the wands is a label with "whose" wand... so it sounds like a good investment.

(I'll also add, I get the resin, plastic - but honestly, in America, there could be a way to do real wood wands - but we are fanatics arent we!?! ;) So my comments are probably a bit prejudiced!)

If you can't swing the cost of a wand, I have another idea for you: a patch. These are my go-to souvenir at all theme parks, because they outlast the shirt or hat or jacket that you put them on. As I recall, they are $5 or so, and you can sew one onto any plain black pocket tee.

I love patches for kids, because when they outgrow the shirt, you can just take the patch off and move it to a new plain shirt.

(My DS did buy a wand on his first visit to WWOHP, but it was his saved money.)

If anyone in your party has an AP, don't forget that there is a merchandise discount with it.
 

I think a wand is the most iconic of gifts. There are a ton to choose from, so you can pick his favourite character. Since he is 12, he won't be playing with it, but just displaying it, so the fact that it is resin shouldn't matter.

They also sell non character wands that are sorted by zodiac dates.
 
Although I do agree you should wait until his grades improve before giving him the souvenir, if they are really that bad.

He just got his interim today, and his grades are looking a little better. Don't know if they're better enough for him to go, however.
