No only Disney Floral & Gifts has direct access to your room and only after you have actually accessed the room. Room assignments can and do change so even if you have Online Check-in you must have accessed your room first using your MB, Smartphone, or Room Keycard.

Other service providers can meet you at your room to provide services or deliver items to the Front Desk. There are some that will decorate your room for a celebration but you must provide them access.

ETA: added current restrictions that are still Covid-19 related:

Disney Floral & Gifts delivers all packages and floral to Walt Disney World Resort Front Desks. The resort team will notify guest in the room that there is a package for them. Delivery of the package is coordinated between the front desk team and the guest.

*All packages will be delivered to your resort or hotel Front Desk at Walt Disney World Resort based on your selected delivery date. You must be present for your gift to be delivered to your room or you can pick it up at your resort front desk.
