If we were to have a dinner ressie at R&C for say 8:00 but our table doesn't offer a good view of Illuminations, is there a place where diners can go inside or just outside the restaurant to watch the fireworks from an uncrowded vantage point that isn't open to those who aren't dining at R&C?

Yes, If you are seated inside for dinner there is an outside patio just for R & C diners that your server will escort you to for Illuminations.

Awesome, thanks. So I assume that there is room on the outside patio to stand where you wouldn't be obstructing the view of those lucky enough (weather permitting) to have an outside table?
 
We were seated outside but up next to the building so we couldn't see the higher Illuminations fireworks. When it was almost time for the show to begin, we were shown to a roped off area which was for Rose & Crown guests only. We had a great view but it was very crowded.

What would be the best time for a dinner reservation at R&C if you were also there for the Illuminations vantage point at 9:00? 7...7:30?

If I am remembering correctly, our dinner ADR was for 7:15 p.m. We had to linger a bit over our meal but our server was the one who suggested it.
