is it like the fast pass at disney or regardless you can get ahead of the line at any time?

i believe the express pass works like disney's fastpass (only a choice of 2 times to return) and the express pass PLUS is the FOTL you can BUY but only works once for each attraction...unlike the room key-which is as many times FOTL you want all day
