is Genie+ really necessary? We are 5 adults and plan to hit the 2 Avatar rides, Safari and EE first. Seems we can get those done in pretty short order if we are near the front of the rope drop line. Thoughts?

It all depends on the crowds. But I think you should be able to do it. One question, though: are you staying on property for early entry?

We hope to get all those done plus lunch by 2pm on May 23rd. We are planning on purchasing ILL for FOP.

I don't think Genie+ is necessary. Last year, my 9 year old and I rode: FOP, Safari, EE, and Dinosaur (in that order) by 1pm. River Navi may slow you down- the safari line builds fast. EE has a single rider line- so you always have that option when you are short on time.
Edited to add- we rope dropped early entry and were one of the first 100 people on FOP

Please note that the Safari doesn’t open at early entry. If you manage to be at the front of the early entry crowd and get on FOP and Navi very early, you may have a chance to make it to the safari before the huge crowds go there. All regular guests are going to skip Pandora because EE lines will already have built, and go straight to the safari. Add those EE guests who complete Pandora and go to queue for the safari when it is still closed, and that line gets really long really quick. What I’m trying to say is don’t go in with the expectation that you will knock out the safari quickly. We only did Navi during EE, and were at the safari 5 minutes before park opening and still waited 30-45 minutes with an 80 minute wait when we got off.

Edit: just noted that for today EE is from 7:00-7:30. Park opening is 7:30. Safari opens at 8:00. That is 30 minutes of line building for a closed attraction for all guests.

We purchased FOP for LL and did everything without using Genie by 10 am (Early entry rope drop). Saved genie for rides we wanted to go on again later in the day. We discussed that we probably wouldn't buy it again for AK. It was also Easter Monday so it was a crazy day in the parks too.

Sure, rope drop FOP. I'd put Navi last priority because it's the least exciting ride of those, and I wouldn't be heartbroken if I missed it. It always has a massive line for what I consider a mediocre ride, especially for all adults.

Safari was at 60 minutes by park open yesterday. We rope dropped FOP, Navi, and EE no problem. Safari will definitely hem up your plans, especially because word has spread that the animals are more active in the am.
