If no FP how are being getting on early?

I am currently standing in line at AK for Expedition Everest (actually in the single rider line because the main line is 60 minutes) and I keep seeing people (not just individuals and no guide so I assume not vip tour ) going down the “standby line”, having their card scanned and then going right to the front of the line.
If there is no FP or FP+ and they are not with a guide, what are they scanning to get to the front of the line?

FP lines are being used for DAS, Club 33, VIP tours, recover FP and more. Those using them have legitimate access.
