ID required to give a team member a commendation?

My point? Why don't they ask for ID when you check into the restaurant if they want ID for other things?

Because a reservation isn't tied to a worker's performance. As we're all trying to say- commend or complain, either could have an impact on someone's career and there is a chance that could be falsely affected one way or the other by friends or enemies contacting guest services. There was probably a case where that happened and now they want ID.
