ID for purchasing drinks

I have been to a few places where they card everyone and I mean everyone who orders a drink. The reason is that some people get offended by being asked when they saw someone else not asked. So the rules apply to everyone across the board and then the judgement call is not made by the wait staff. Many bars around town will ask everyone because if they allow an underage person in the bar they can lose their license and be fined heavily. Then if the underage person drinks, drives and hurts someone the bar can be held liable.
 
I turned 37 right before our trip and was carded almost every time. The only time I wasn't carded was at sit-down meals with my kids, but at all CS I was carded. Regarding passports, it's pretty standard across the US. I was out in Boston over the weekend and saw a group of tourists get turned away from a concert that they had tickets to because they didn't have passports for ID (it was a 21+ venue).

You must provide the following, verbatim from Florida State Law Statute.

The fact that Disney is accepting a foreign DL and photocopy of Passport is something they are willing to risk, but by law could even refuse that or get in trouble for it.

"... a driver license or an identification card issued by this state or another state of the United States, a passport, or a United States Uniformed Services identification card presented by the buyer or recipient and acted in good faith and in reliance upon the representation and appearance of the buyer or recipient in the belief that the buyer or recipient was 21 years of age or older."

And yes, I have seen foreign guests refused alcohol since they only had their DL with them.

The thing to remember is that the drinking age of 21 is NOT a federal law. It is a state law. So, each state can enforce whatever rules they want in order for conformity with that law.

Yes, all states have a drinking age of 21 years old or older. But they can change it at any time. However, the will lose federal funds for roads so, while it's not a federal law, the government sure did a great job of making sure all states have a drinking age of 21 years or older.
