ID for Keys tour

What kind of ID is needed for the Keys tour? My daughter has no desire to get her driver's license and the local DMV is horrible here so if we don't have to go I really would rather not! And her not being licensed yet helps keep my insurance cost down too!! Is there any alternative ID we can use?

I am not sure if it has to be your drivers license. But I think it has to be some sort of photo ID that proves your are over 16 years old.

Regular state ID would work, but I guess it would involve a trip to the DMV either way.
