Can you get ice and water from the resorts machine without having an chipped cup?

Yes. The ice and water work without needing a chipped cup.

even though we had the refillable mugs...I would put ice in our carry on drink holders...worked every time...this kept me hydrated ..and bought bottled water sometimes in the parks and added it to the ice.

Additionally, any QS restaurant either in the parks or resorts will give you a to go cup of iced water, free.

I had no problem filling my water bottle at Pop's food court this past April.

We've never tried it without the chipped cups, but I do know the machine never made me wait for water like it does with soft drinks so I would assume yes.
