I noticed that our water at home is Dirty

If I leave some water in a glass overnight, there will be small pieces of dirt in the glass in the morning - could this be from the water heater not being drained? Thank you!

My guess and it's nothing more than that would be that it's in the pipes. We just moved this past summer and I notice at times our water comes out almost rusty like. It's not all the time, that's what doesn't make sense, but I've attributed it to the pipes.
