EDIT: The ORIIGINAL story said that Russia is allowing Iran to develop nuclear capabilities on Russian soil.... the link now does not say this.

Maybe Russia thinks that they can keep an eye on Iran by doing it this way. I can't fault them for at least trying a peaceful approach.

That would be an optimistic way of looking at it.

I'm thinking this is more of a money thing. Plus, a strategic thing from Iran's POV. We would be much less likely to drop a bomb on Russia --- supposedly our "friend " -- than dropping a bomb on Iran.

You are right of course. They lost a major customer when they lost Iraq and the weapons and contraban they were selling them. Iran is another market. I am not surprised at all. Any other conclusion with regard to their motivation is absolutely naive.
