For tomorrowland quests, where do you go when it says "You'll need a driving suit to start this quest"?

The first step is in the Grotto in Tomorrowland there is a gem in there you need to find

What you have to do first is finish the quest that's in the Captain's Quarters.
when you finish that quest, you get a magic pin for the diver's suit that you have to use to go under water for the next few quests.

If you have not completed this quest first, you will not be able to do finish any of the other quests.
