Would Disneyland DelivEARS service be the correct source for Park merchandise? I ask this because the link on Dizpins has it listed for pins only. I'm looking to pick up the HCOE large pin bag.

Yes, that is where you would call for all park merch. I would hesitate to order LTD pins thru them, as I got badly burned the last time I did it - pins were promised then they never delivered them.
