There is no single answer-but-in most computers it can be removed and replaced-unless its a laptop with "integrated" video-like a dell-then it is a part of the motherboard.
It depends on the computer. The pc I am using right now has integrated video but the one I use for movies has a separate video card. It also had integrated video but you can disable it to use a standalone video card. If that is what you are trying to do you will also be able to disable the video on the motherboard.
