Can I walk up to a ticket booth and pruchase an AP with DVC discount or do I have to due it online?

Yes. Go to any guess services at the 4 parks or DTD with your blue DVC card and a photo ID.

AS long as you have photo ID and a current DVC membership card, you can purchase your discounted AP in person at the Guests Services windows outside any park or at Downtown Disney.

No, guest services are located outside the parks. At EPCOT and MK they are to the far right, at Studios and AK they are to the left. At DtD Marketplace, they are located behind Ghiradelli Chocolate, next to Arribas Brothers. And unless they've moved, at Westside in the info booth near the bridge to PI.
