I really think everyone can get one. Just make an itinerary and don't include onsite accomidations. I did and got one 2 days later for my trip in Novemeber. It's the 20/30/40 one!

But quick question: If I *were* to get a FQSD Pin, could I use that if I rented DVC points?

I do not think so. You would probably have to buy tickets and a room to get the FQSD. It would work if you paid for a cash studio or 1 bedroom. DVC rooms are a different ball game.
