I can't believe I'm posting a teacher vent!

I agree with the idea of only having conferences as needed. Our DS7 is a "high maintenance" type kid--we've already met with his teacher, so Friday's conference will be just a follow up. On the other hand, we also have a conference Friday for DD9. While it will be pleasant to chat with the teacher about DD's school work, there's really not too much to say--she's a good student, gets along well, does her homework, etc. It's been like this since she was in K. I do think it's important for parents to keep up on how their kids are doing, but here, the first conference is mandatory (second conferences, in March or so, are optional).
 
I don't think there's a need to "complain" as some people have said. I know you said you don't want to rock the boat. If you really feel like you'd rather have a private conference, I would just request one. There's no need to mention that you don't like the format. Maybe if the teacher gets enough "requests" she'll realize that squeezing in 3 conferences isn't a good idea.
 
At our school, we have 3 "conferences" a year-one is
student led and in the same format as yours. The other two
are parent-teacher. Although DH and I are in the classroom
literally daily, we enjoy the student led conference. Until DS
says he doesn't want to do one, we'll attend. We have the
option of requesting a parent-teacher at that conference instead
AND we can request a parent-teacher anytime of the year.
If your school only gives you these times all year long, I can
understand your concerns. Otherwise, why not request a
private conference for some other time and allow your child
to "show" you their best work? The Halloween packet homework
sounds weird. I DO find my child putting too much time into
homework sometimes, ya know what I mean-he is too thorough.
I never discourage him but I do use these kinds of "fun" assignments to show him how to "skim" or use shortcuts to
get some work done. It's a talent everyone needs, especially
the kids who take everything seriously.
