It’s happening again today for us.I have the same problem as well! I can sign on, but cannot book a vacation.
Yeah it’s been like that since the maintenance last week.It started working for me, but the booking page takes about a minute or longer to load. But if you just wait, it will pop up.

If they purposely implemented that delay to curb anything like walkers, bots or something else I don’t think it worked, but they did manage to curb members patience.
