If rooms are available for cash transactions, the answer is yes. You can also see about purchasing points from a DVC member and having them make a reservation for you.

I am staying in Old Key West in October for 6 nights when I go for my planning session. We rented points off of this site from a DVC member. Its alot cheaper than paying what disney charges you for each night. DVC members charge around $10-$12 a point on average. I think we paid $11 and if you stay Sun-Fri the points are alot less per night compared to the weekends. We even can add the dining plan and Magical Express too.
