How to get to park 90minutes before opening?

On October 12th it's our Animal Kingdom day. We are staying at WL which means we can enter the park at 8:30. From what I have read uber is not allowed outside of an hour before the park opens and the busses don't start up to an hour before the park opens. However, touring plans say I should get there 90 minutes early so how is that possible? Trying to rope drop FOP

The bus will start earlier once those extra magic hours (or whatever they are calling them) begin.
